Competitive and non-competitive jobs are posted as contractually required for the required number of days and, in basic, university workers are thought about first for vacancies.

Competitive
The competitive class includes all positions for which it is useful to determine the benefit and physical fitness of applicants by competitive (civil service) examination. Most clerical positions fall within this class as do most support staff positions. Only those eligible for transfer, reinstatement or reachable on the proper civil service list might be considered to fill competitive class civil service jobs.

NY HELPS: Above titles with NY HELPS included in the name are part of the New york city Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Non-Competitive
This class consists of those positions for which the State Civil Service Commission has determined that it is not useful to hold a competitive (civil service) examination. However, all need to fulfill minimum credentials. Positions in this group consist of "journeymen" level positions on the upkeep support staff such as carpenter, electrician or mechanic. Appointment to higher employed uninhabited positions are made on the basis of seniority. University workers are provided first consideration for CSEA-OSU non-competitive jobs.
Labor Class
Labor class positions have no minimum academic or experience requirements. University staff members are provided very first consideration for these positions.
Civil Service Examinations
